Three Indian firms among 45 entities sanctioned by EU for links with Russia

Three India-based companies were among 45 entities sanctioned by the European Union on Thursday (October 23, 2025) for their alleged links with Russian military.

The EU slapped the punitive actions against the firms as part of its 19th package of sanctions which are part of efforts to put economic pressure on Russia for its invasion of Ukraine.

There was no immediate reaction from Indian officials to the EU action.

An EU readout said the European Council has identified 45 new entities “directly supporting” Russia’s military and industrial complex by “enabling the circumvention of export restrictions on computer numerical control (CNC) machine tools, microelectronics, unmanned aerial vehicles (UAVs) and other advanced technology items”.

“These entities will be subject to tighter export restrictions with regard to dual-use goods, as well as items which might generally contribute to the technological enhancement of Russia’s defence sector,” it said.

“Seventeen of these entities are located in third countries other than Russia,” it said.

Out of these 17 entities, 12 are in China, including Hong Kong, three in India and two in Thailand, the EU said.

The statement on the 19th package of sanctions identified the three Indian firms as Aerotrust Aviation Private Limited, Ascend Aviation India Private Limited and Shree Enterprises.

EU joins U.S. in heaping more sanctions on Russia to push Vladimir Putin into Ukraine peace talks

The European Union (EU) on Thursday (October 23, 2025) heaped more economic sanctions on Russia, adding to U.S. President Donald Trump’s new punitive measures the previous day against the Russian oil industry.

It is a broadened effort to choke off the revenue that funds Moscow’s invasion of Ukraine and to force President Vladimir Putin to negotiate an end to the war.

The steps are a triumph for Ukrainian President Volodymyr Zelenskyy, who has long campaigned for the international community to punish Russia more comprehensively for attacking his country.

“We waited for this. God bless, it will work. And this is very important,” the Ukrainian leader said in Brussels, where EU countries attending a summit announced the latest round of Russia sanctions.

Despite U.S.-led peace efforts in recent months, the war shows no sign of ending after more than three years of fighting, and European leaders are increasingly concerned about the threat from Russia.

Ukrainian forces have largely held Russia’s bigger Army at bay in a slow and ruinous war of attrition along a roughly 1,000-kilometre (600-mile) front line that snakes along eastern and southern Ukraine. Almost daily Russian long-range strikes have taken aim at Ukraine’s power grid ahead of the bitter winter, while Ukrainian forces have targeted Russian oil refineries and manufacturing plants.

Energy revenue is the linchpin of Russia’s economy, allowing Mr. Putin to pour money into the armed forces without worsening inflation for everyday people and avoiding a currency collapse.

The EU measures target Russian oil and gas, the Russian shadow fleet of hundreds of aging tankers that are dodging sanctions, and Russia’s financial sector. Also, a new system for limiting the movement of Russian diplomats within the 27-nation EU will be introduced.

Mr. Zelenskyy urged more nations to punish Russia. “This is a good signal to other countries in the world to join the sanctions,” he told reporters in Brussels. Senior officials in Europe and the United States have debated for months over how best to crank up pressure on the Kremlin.

The new EU measures took almost a month to decide. The 27-nation bloc has already slapped 18 packages of sanctions against Russia over the war, but getting final agreement on whom and what to target can take weeks. Moscow has also proved adept at sidestepping sanctions.

The U.S. sanctions against Russian oil giants Rosneft and Lukoil came after Mr. Trump said his plan for a swift meeting with Mr. Putin was on hold because he didn’t want it to be a “waste of time,” in the latest twist in Trump’s hot-and-cold efforts to end the war as Mr. Putin refuses to budge from his demands.

In what appeared to be a public reminder of Russian atomic arsenals, Mr. Putin on Wednesday (October 23, 2025) directed drills of the country’s strategic nuclear forces.

EU targets Russia’s ‘ghost fleet’, expresses concern over its ‘hybrid attacks’

The European Union (EU) on June 24 slapped new sanctions on Russia over its war on Ukraine, targeting Moscow’s shadow fleet of tankers moving liquefied natural gas (LNG) through Europe.

At a meeting in Luxembourg, where the sanctions were endorsed, EU Foreign Ministers also expressed concern about a rise in hybrid attacks by Russia — including allegations of election interference, cyber-attacks and sabotage.

In an effort to push Russia into using more costly routes for energy purposes, the EU will “forbid reloading services of Russian LNG in EU territory for the purpose of transshipment operations to third countries,” the Ministers said in a statement.

The EU estimated that about 4-to-6 billion cubic metres of Russian LNG was shipped via EU ports last year. Russia is suspected of running a “ghost fleet” of up to 400 ships to evade sanctions and keep up the flow of energy earnings so that it can finance the war.

The measures will target ship-to-ship and ship-to-shore transfers as well as reloading operations. It also involves a crackdown on the re-export of LNG via the EU, plus a ban on new investments to help Russia complete LNG projects it is working on.

Scores of new “entities” — often companies, banks, and other agencies — were also added to the EU’s list, including some in China, Turkey and the United Arab Emirates. Many are accused of circumventing the bloc’s sanctions or providing sensitive equipment to Russia.

Targeted entities

More than 50 officials were also being targeted with asset freezes, as well as travel bans. Russia’s President Vladimir Putin, Foreign Minister Sergey Lavrov and scores of lawmakers and oligarchs are among more than 1,700 people already listed by the EU.

Over 400 entities previously hit include companies working in the military, aviation, shipbuilding and machinery sectors, the Wagner mercenary group, political parties and banks.

As they arrived for the meeting, some Ministers insisted that action must be taken to end hybrid attacks in Europe by Russia that take place in a “grey zone” just below the threshold of military action which are aimed at destabilising Ukraine’s backers.

Finnish Foreign Minister Elina Valtonen said that “there’s a plethora of actions they have been undertaking against European countries.”

Finland has closed border crossings with Russia, blaming the Kremlin for an orchestrated campaign exploiting migrants.

“There is no observer status in Europe anymore to Russia’s aggression. We are all victims of Russia’s aggression,” she said. “It is crucial that we keep on aiding Ukraine because Russia only understands power.”

Her Lithuanian counterpart, Gabrielius Landsbergis, said there is “ample evidence” of malign activity by Russia.

“Unfortunately, I don’t think that we are yet sending the right message,” he said. “Moscow has to get a very clear message that whenever they escalate, they will receive an answer from our side.”
