Days after President’s Rule was imposed in Manipur, protests could be seen at different parts of Valley areas. While the Kuki-dominated hill districts welcomed the Central government’s decision, the civil society organisations based in Meitei-dominated valley districts have been demanding the revocation of the decision.

The Coordinating Committee on Manipur Integrity demanded the revocation of President’s Rule and asked the Central Government to reinstate the popular government. 

Ten MLAs from the Kuki community, however, have welcomed the decision.

Different women’s groups from Imphal East gathered at Thumbutgong Brahmapur areas today and shouted slogans, demanding a popular government in the state as soon as possible.

Talking to media persons, woman volunteer BM Roji said people are angry and suffering due to political instability in the state. Different Meira Paibi organisations are protesting against the Central government’s decision to impose President’s Rule, she said.

After many tribal organisations of Kuki-Zo-Hmar communities, 10 Manipur tribal MLAs, who have also been demanding separate administrations or a Union Territory with the legislature for tribals in the state, expressed hope today that the Centre would lay out a comprehensive political roadmap for peace.  

The ten tribal legislators, of which seven belong to the BJP, while acknowledging the Centre’s decision to place the Manipur Assembly under suspended animation, expressed hope that the government would lay out a comprehensive political roadmap for peace and justice under a negotiated settlement.

“We also look forward to time-bound measures to end the sufferings that the conflict-affected and internally displaced people continue to undergo,” the MLAs said in a joint statement.

Unrest has broken out in Manipur again over the last two days. Violent protests have continued in the valley and the houses of several ministers and MLAs were attacked by mobs. Now tension simmers in the Imphal valley region as civil society groups have given an ultimatum to the Centre and the state government to take “decisive action” against armed groups or face public anger. 

Last night, huge mobs gathered and attacked the residences and properties of ministers and MLAs, angered by the continued violence for months together.

The trigger was the news of recovery of decomposed bodies of six persons who were allegedly taken hostage after the Jiribam shootout, where 10 Kuki militants died.

Civil society groups from the valley dominated by Meiteis have given an ultimatum.

“All the MLAs and other leaders must sit together to take decisive action to resolve the present crisis at the earliest,” said Khuraijam Athouba, spokesperson, COCOMI, demanding urgent military crackdown on the terrorists and the armed groups.

“If they do not take any decisive action that satisfies the people, the government will bear the brunt of the people’s discontent and anger,” he added.

The state cabinet has urged the Centre to review and withdraw the re-imposition of AFSPA in six police station areas. The Opposition is trying to corner the state and centre.

“We have already mentioned that if necessary, that if we MLAs resign it can solve the crisis, then we are ready for it,” said Okram Ibobi Singh, the Leader Of Opposition.

The onus of the situation, he pointed out, lies with the state and the Centre. “There is complete breakdown of the Constitutional machinery. This is the government’s responsibility and they cannot avoid it,” he added. The Centre has rushed top CRPF officials to the state. 

Meanwhile in areas dominated by the Kuk-Zo, their tribal body has demanded comprehensive AFSPA (Armed Forces Special Powers Act) coverage for the state’s Valley districts.

The Committee on Tribal Unity of Sadar Hills in Kangpokpi District has issued a strong statement, urging the Union Home Ministry to extend AFSPA to all 13 remaining police stations in Manipur’s valley districts while withdrawing the act from the hill areas, including Leimakhong.

The protests by the community have intensified over the Jiribam crisis.

“Enough is enough. Our cries for justice cannot be silenced anymore. We march today not only for our fallen brothers and sisters but for the dignity of our people and the rule of law,” said Sylvia, a Human Rights activist from Kangpokpi.

The Manipur government has banned mobile internet services in five districts of the state. The ban — meant to prevent the spread of fake and concocted posts following last week’s drone attack — will stay for five days.

Here are the Top 10 points in this big story:

  1. An indefinite curfew has been imposed in both districts of Imphal. Defying curfew, more than a thousand students staged protests in the state capital for the second day today against the drone and missile attacks. The protests continued despite tear gas shells and firing in air by the security forces.

  2. The students have also met the Governor today and placed their six-point demand . He has promised that he will discuss our demands with the Centre and the state..

  3. The Centre has sent two fresh battalions of Central Reserve Police Force or CRPF to the state. It would mean an additional 2000 troops in Manipur, which has been witnessing violence since May last year.

  4. The Higher and Technical Education Department has closed all institutions run or aided by the government as well as private colleges, till September 12.

  5. The Manipur University has already postponed exams for various undergraduate and postgraduate programmes. The students have been holding protests objecting to the move.

  6. The army, Assam Rifles, and other security forces, meanwhile, have conducted joint operations across various districts and recovered substantial quantities of arms and ammunition.

  7. State police chief IK Muviah has said they are likely to hand over all the evidence in the drone bombing case to the Central investigating agencies, who may eventually investigate the case. “We have recovered all the bomb fragments; they have been sent to the forensic lab so that chemicals used can be detected,” he said.

  8. More than 200 people have been killed and thousands made homeless in ethnic strife between Imphal Valley-based Meiteis and adjoining hills-based Kukis since May last year.

  9. The Meiteis want to be included under the Scheduled Tribes category. The Kukis want a separate administration carved out of Manipur, citing discrimination and unequal share of resources and power with the Meiteis.

  10. Last week, in a massive escalation of the ethnic violence, bombs were dropped by drones and snipers were used by “suspected Kuki militants” to attack civilians, in which two persons died and 10 were injured. Among those dead were two policemen, a TV reporter and a woman.
