Despite an intense power tussle within the Congress in Karnataka over the last three years, the party high command appears to have managed a smooth transition of power to ensure political stability, with Deputy Chief Minister D.K. Shivakumar set to succeed outgoing Chief Minister Siddaramaiah.

One of the biggest challenges before the new Chief Minister would be balancing his relationship with Mr. Siddaramaiah’s loyalists and support base within the Congress. Mr. Siddaramaiah has already indicated that he will remain active in politics and continue to stay in Karnataka, raising the possibility of an alternative power centre emerging around him if his supporters feel sidelined under the new leadership.

Shadow of outgoing CM

The outgoing Chief Minister is also expected to play a significant role in decisions concerning the composition of the next State Cabinet and the appointment of a new Karnataka Pradesh Congress Committee (KPCC) president.

An immediate challenge for Mr. Shivakumar would be the formation of the new Cabinet and the allocation of key ministerial portfolios without triggering resentment among senior leaders, particularly those aligned with Mr. Siddaramaiah. With barely two years left for the next Assembly elections, striking the right balance between youth and experience in the Cabinet will be critical.

Ensuring regional and caste balance in Cabinet formation and other appointments is expected to pose another major challenge, given the large number of aspirants within the party. Several legislators who have won 3 to 4 consecutive terms are already lobbying for ministerial berths and are learnt to have submitted representations to the party high command.

Mr. Shivakumar, often perceived as a leader favoured by the Congress high command, will also have to build stronger rapport with party legislators to maintain cohesion between the government and the organisation.

Tussle for the top spot in Karnataka: A timeline

Political observers say the new Chief Minister would need to adopt an accommodative leadership style to retain the support of legislators, whose cooperation would be crucial during Assembly sessions and in governance.

Karnataka also faces several inter-State disputes, particularly over water-sharing issues. The political acumen of Mr. Shivakumar, who has so far held Water Resources portfolio, and leadership will be closely tested in such disputes.

AHINDA support base

Belonging to the dominant Vokkaliga community of the Old Mysore region, Mr. Shivakumar will also have to ensure that the Congress retains the AHINDA social coalition — comprising minorities, backward classes, and Dalits — carefully cultivated by Mr. Siddaramaiah over the last two decades.

The AHINDA support base has traditionally formed the backbone of the Congress’ electoral strategy in Karnataka and is considered critical in securing a substantial vote share for the party. Preserving this social coalition and maintaining internal unity will be essential for the Congress as it prepares for the 2028 Assembly elections.

RS elections ahead

An immediate political challenge before the new Chief Minister would be ensuring the smooth victory of the Congress nominees in the Rajya Sabha elections and the Legislative Council polls scheduled for June 18. Formulating strategies to secure victories in the forthcoming elections to civic bodies, including five corporations in Bengaluru city and other local bodies across the State, would also demand urgent attention.

Key governance challenges would include taking a decision on the contentious socio-economic survey (caste census), effectively implementing the Congress government’s five guarantee schemes, reviving development works that have slowed down because of fiscal stress, and maintaining communal harmony in the State. All these factors are expected to shape the early phase of Mr. Shivakumar’s tenure as Chief Minister.

Deputy Chief Minister D.K. Shivakumar on Wednesday announced that 80% of landowners, whose lands are notified for the Greater Bengaluru Integrated Township (GBIT) or Bidadi township, have agreed to part with their land, and the final notification will be issued by June 30.

The government is set to acquire over 6,700 acres for developing India’s first and largest artificial intelligence (AI)-powered integrated township. Mr. Shivakumar held discussions with farmers from the Bidadi region regarding the township project at his government residence office in Kumara Park on Wednesday.

The Deputy Chief Minister said that the government will start releasing compensation from the first week of June. For the final notification, three villages will be grouped together to form separate batches, and separate final notifications will be issued.

He noted that those who agree to part with their land before June 30 will be issued full compensation. For those who are opposing, the money will be deposited in court, and the process will be initiated.

Mr. Shivakumar urged farmers to opt for land compensation, even though cash compensation is available, because the returns will be higher. “When premium FAR is offered in the coming days, it will be beneficial to landowners. We are spending ₹5 crore for every acre,” he said.

“I have advised all farmers not to sell their land because they do not yet understand its future value. Everyone has agreed,” he said.

He further explained that the government had also undertaken surveys to establish Metro connectivity in the future. “This area has been brought under the BWSSB, so the board will provide water connections. About 40 km of road connectivity will also be established”, he added.

The government is extending compensation under the Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013. In a first-of-its-kind measure, the government will provide livelihood support from the date of the final notification until monetary compensation is paid or developed sites are handed over. The landowners will receive financial assistance ranging between ₹ 25,000 and ₹ 50,000 based on the type of land.

During the meeting, farmers demanded not only compensation, but also residential sites. After hearing all their grievances, Mr. Shivakumar assured them that whatever assistance could be extended legally would be provided.

With farmers’ confidence

He later addressed the media. “This region had been declared a red zone, meaning nobody could sell or transact land here. Some people had even approached the court seeking to stop the project, but the court refused to halt it. That is why I am continuing the project after taking farmers into confidence,” he said.

He further stated that the township would be connected to Kanakapura Road, Mysuru-Bengaluru Road, and NICE Road.

“In the future, premium FAR will also be provided. Foreigners are asking us what this AI city will look like. Once we secure the required land, we will release the project blueprint,” he said.

Answering a question that H.D. Kumaraswamy had reportedly thrown an open challenge regarding the Bidadi township issue, Mr. Shivakumar said that he was ready to accept it. “Three days are enough for me. Fix the date, time, and venue, and I will be ready,” he said, adding that Mr. Kumaraswamy himself could decide the place and time. He reiterated that it was Mr. Kumaraswamy who notified the lands earlier for the project and questioned why he had not denotified them later.

Karnataka Deputy Chief Minister D K Shivakumar said on Thursday that failing to plan for proper roads, pavements, and green zones would be a great disservice to Bengaluru.

Speaking after inaugurating a workshop on road construction organised by the Bruhat Bengaluru Mahanagara Palike (BBMP), he said, “Bengaluru can’t be changed in two-three years. Even God can’t do that. It can be changed only when proper planning is done and executed well.” “The handbook on roads released here provides guidelines to planting of saplings, erection of poles, design of main roads, design smaller roads, traffic discipline, design of bus stands, etc. We would like uniformity and standardisation in public infrastructure,” he said.

“We have instructed for removal of all cables hanging in the open. Have instructed BBMP to lay them underground or cut them.” He mentioned that the government is working on new policies to protect the assets of the people, which will be announced in the last week of February.

Regarding tunnel projects, he explained, “We haven’t been able to call for tenders for tunnel projects due to technical, financial, and acquisition issues.” Shivakumar also praised the Constitution for shaping lives and emphasised the significance of the newly released handbook on roads.

“… this handbook on roads will determine the future of Bengaluru. We have also received many suggestions such as beautifying metro pillars with cultural symbols. It has already been done at certain places.” Noting that it was encouraging to see students and youth coming forward with suggestions, he said they have volunteered to be part of the effort to shape Bengaluru’s future.

Later, addressing reporters, he said, “Kannada has not disappeared. I was the one who suggested the 60:40 ratio for Kannada name boards. We will take action if there is any violation to this rule.” He was responding to a query about Kannada disappearing in Bengaluru.

A court here on Saturday directed Congress leader Rahul Gandhi to appear before it in a defamation case filed by the BJP and granted bail to Karnataka Chief Minister Siddaramaiah and his deputy D K Shivakumar in connection with the matter.

Rahul Gandhi was asked to appear before the court on June 7 in connection with the case.

The defamation case on alleged false advertisements was filed by BJP general secretary Keshav Prasad.

While Mr Siddaramaiah and Mr Shivakumar appeared in person before the Special Court for People’s Representatives in Bengaluru, Mr Gandhi, who was supposed to appear, did not turn up.

BJP advocates raised objections and said Mr Gandhi should not be given an exemption under CrPC 205 since he had skipped an appearance for the second time.

Congress advocates argued that Mr Gandhi was attending the INDIA bloc meeting in New Delhi, and he is also a contestant in the Lok Sabha polls.

They requested the court for exemption from Saturday’s hearing and promised that the Congress leader would be present on the next date. The court granted an exemption to Mr Gandhi and directed him to be present before it on June 7.

In the run-up to the 2023 Assembly election, the Congress ran a campaign of ’40 per cent Sarkara’, accusing the then BJP government in Karnataka of collecting 40 per cent commission on public works and exorbitant bribe in posting and recruitments.

The party also put out posters of ‘PayCM’ with a QR code showing the then Chief Minister Basavaraj Bommai in the middle of it. Scanning the QR code would redirect to a web page developed by the Congress which had contents accusing rampant corruption prevailing in the state under the BJP rule.

The complainant accused the Congress party of running a defamatory campaign against the previous BJP government.

Speaking to reporters, Siddaramaiah said he appeared in court regarding a private complaint. He described the case as civil and emphasised his commitment to the law.

The chief minister said KPCC president Shivakumar and Rahul Gandhi were also implicated in the case. All the three leaders have requested a permanent injunction to avoid further court appearances related to this case.

Meanwhile, addressing mediapersons, Mr Shivakumar said the Congress party’s advertisements were based on statements made by BJP leaders, which were reported in the media.

He asserted that the party is prepared to handle the legal challenge, noting the BJP leaders’ claims about substantial payments for the CM’s post and other positions.

BJP leader Amit Malviya on Wednesday accused Karnataka Deputy Chief Minister D K Shivakumar of “brazen abuse of power” after a video of him seeking votes from the residents of a housing society in Bengaluru Rural Lok Sabha segment was shared widely on social media platforms.

In the video clip, Mr Shivakumar was purportedly heard saying that he had come for a “business deal” and if the 2,510 houses in the housing society — 6,424 votes — go to his candidate — his brother D K Suresh is seeking re-election from Bangalore Rural in the coming elections — then he assured them that their major issues concerning supply of Cauvery river water and need for a civic amenity site would be resolved by him within three months.

Sharing the video clip, Mr Malviya, the BJP IT department head, attacked Mr Shivakumar, the state Congress chief, and said that irrespective of who the people choose to vote for, it is his responsibility as a minister to provide amenities to the people.

“DK Shivakumar, Deputy CM of Karnataka, in a brazen abuse of power, holds voters of a large housing society in his brother DK Suresh’s constituency, to ransom. Sounding every bit menacing, he wields a threat, couched in crass humour, that if the residents don’t vote for his brother, he would know (since their vote is in 2/3 booths) and not provide water and CA site…,” he alleged in a post on ‘X’.

“Irrespective of who the people choose to vote (for), it is DK Shivakumar’s responsibility as a minister to provide amenities to the people. If he doesn’t , then the BJP will, when they come to power. But such threats and quid pro quo for delivering what one has been voted for is UNACCEPTABLE,” he further alleged.

Tagging the Election Commission of India on ‘X’, he urged them to take note of the multiple model code of conduct violations and intimidation in this case.

Reacting to the alleged video, Mr Shivakumar told reporters that it was his duty to solve the problems of the apartment, or any citizen for that matter.
