Bangladesh’s interim government chief Muhammad Yunus on Sunday (August 18, 2024) accused deposed Prime Minister Sheikh Hasina of destroying every institution of the country in her efforts to stay in power as he promised to hold a free, fair, and participatory election as soon as his government completes the “mandate” of carrying out “vital reforms.”

Ms. Hasina, 76, resigned and fled to India on August 5 following a massive protest by students against a controversial quota system in government jobs.

After Ms. Hasina’s ouster, 84-year-old Mr. Yunus took oath as the Chief Adviser of the interim government on August 8.

“In their efforts to stay in power, Sheikh Hasina’s dictatorship destroyed every institution of the country. The judiciary was broken. Democratic rights were suppressed through a brutal decade-and-a-half long crackdown,” United News of Bangladesh quoted Yunus as saying through his Press Secretary Shafiqul Alam.

His comments came as he briefed diplomats stationed in Dhaka for the first time since the interim government’s inception.

Mr. Yunus said he took over a country that was in many ways a complete mess. He emphasises on required reforms in the Election Commission, judiciary, civil administration, security forces and media.

The chief adviser said elections were rigged blatantly and generations of young people grew up without exercising their voting rights.

“Banks were robbed with full political patronisation. And the State coffer was plundered by abusing power,” Mr. Yunus said, adding that they will also make sincere efforts to promote national reconciliation.

Mr. Yunus said they will undertake robust and far-reaching economic reforms to restore macroeconomic stability and sustained growth, with priority attached to good governance and combating corruption and mismanagement.

He said the top priority of the interim government would be to bring the law and order situation under control.

“We will be close to normalcy within a short period, with the unwavering support of our people and patriotic armed forces,” Mr. Yunus said.

The police force has also resumed its operations. The armed forces will continue to serve in aid of civil power as long as the situation warrants.

“Our government remains pledge-bound to ensure the safety and security of all religious and ethnic groups,” he said.

Bangladesh saw a spike in violence against members of Hindu communities following the fall of the Hasina-led government.

Mr. Yunus said the interim government will hold a “free, fair participatory” election as soon as it completes the “mandate” to carry out “vital reforms.” He said they have also made it a priority to ensure justice and accountability for all the killings and violence committed during the recent mass uprising.

He said they will uphold and promote all their international legal obligations, including international humanitarian law and international Human Rights law.

“Our government will adhere to all international, regional, and bilateral instruments it is a party to. Bangladesh shall continue to remain an active proponent of multilateralism, with the UN at the core,” Mr. Yunus said.

“Our government will nurture friendly relations with all countries in the spirit of mutual respect and understanding and shared interests,” he said.

He called upon their trade and investment partners to maintain their trust in Bangladesh for economic prosperity.

“Bangladesh stands at the crossroads of a new beginning. Our valiant students and people deserve a lasting transformation of our nation. It is a difficult journey and we need your help along the way. We need to fulfil their aspirations. The sooner the better,” he said, adding that they have to create opportunities to build a poverty-free and prosperous new Bangladesh.

“We believe all our friends and partners in the international community will stand by our government and people as we chart a new democratic future,” said Mr. Yunus.

Mr. Yunus paid deep respect and homage to all those valiant students and innocent people who made the supreme sacrifice.

“Students of no other countries in our recent memory had to pay so much a price for expressing their democratic aspirations, dreaming a discrimination-free, equitable and environmentally-friendly nation where human rights of every citizen are fully protected,” he said.

He sought the international community’s support to rebuild Bangladesh.

On the Rohingya issue, he said the interim government will continue to support the million-plus Rohingya people sheltered in Bangladesh.

“We need sustained efforts of the international community for Rohingya humanitarian operations and their eventual repatriation to their homeland, Myanmar, with safety, dignity and full rights,” Mr. Yunus said.

He said the interim government looks forward to maintaining and enhancing Bangladesh’s contributions to the UN peacekeeping operations.

Kyiv:

A Ukrainian deputy energy minister accused of taking a bribe worth half a million dollars has been arrested along with three alleged accomplices, Ukraine’s SBU Security Service said on Monday.

The minister, whom the SBU did not name, allegedly demanded mining industry officials pay him to transfer equipment from mines in the frontline eastern Donetsk region to a coal basin in western Ukraine.

“The equipment in question is unique and scarce, belonging to one of the state-owned coal companies located in the most active area of the eastern frontline — Pokrovsk,” the SBU said in a statement.

“In the spring of 2024, industry representatives approached the deputy energy minister to obtain permission to evacuate the equipment from the war zone and use it at mines in a western region,” it added.

“However, the official, whose duties included the preservation of mining equipment, demanded money for its removal,” it said.

The minister took the payment with the help of three alleged accomplices, all of whom were caught “red handed” after the minister had received part of the bribe, according to the statement.

The SBU did not disclose the identity of the four accused, posting photos of its officers arresting the suspects with their faces blurred.

But Ukrainian opposition MP Yaroslav Zheleznyak named the minister as Oleksandr Kheilo, a deputy energy minister.

Ukraine’s Cabinet of Ministers later issued an order to dismiss Kheilo from his post, according to a government Telegram channel.

Ukraine, which had severe corruption problems even before Russia’s 2022 invasion, has pledged to bolster efforts to combat graft as it seeks EU membership and to reassure its Western military backers.

Ukrainian President Volodymyr Zelensky rose to power on a platform of ending corruption, and has fired a number of officials including his defence minister last year over graft scandals in the army.

Nationalist Congress Party leader Praful Patel has been let off in an alleged corruption case as the Central Bureau of Investigation (CBI) concluded there was no “evidence of any wrongdoing”. The case was registered in 2017 to probe the allegations of irregularities in leasing aircraft for Air India.

CBI has filed a closure report at a special court in Delhi. After going through the probe agency’s findings, the court will decide whether to accept the report or continue the investigation.

Allegations had been made that under the United Progressive Alliance (UPA) government, a large number of Air India aircraft were leased which hit the airlines’ finances severely. The charges claimed that Air India made huge losses after the move while private persons made pecuniary gains.

This leasing agreement was finalised by Ministry of Civil Aviation under the then minister Praful Patel and the National Aviation Corporation of India, a body formed after the merger of Air India and Indian Airlines.

The airlines began running at very low load due to large-scale acquisitions and a significant increase in the number of flights, the FIR had alleged. It also stated that when the leasing decision was made, some of Air India’s international flights were running almost empty.

The CBI initially alleged that the decision was made “dishonestly,” and the aircraft were leased even while an acquisition program was going on.

In July last year, Praful Patel was among the senior NCP leaders who broke away from the party supremo Sharad Pawar and joined hands with the Bharatiya Janata Party. The faction, led by Ajit Pawar, is currently part of the ruling alliance in Maharashtra along with BJP and Shiv Sena.

In 2017, the CBI registered a case to probe the allegations of irregularities after a Supreme Court order. Several officials of the Ministry of Civil Aviation and Air India were put under scanner in the matter.

It was alleged that Mr Patel abused his position to lease a large number of aircraft for Air India, which was a public carrier at the time.

Air India, to allegedly benefit private parties, leased four Boeing 777s for five years in 2006, whereas it was to get the delivery of its aircraft from July 2007 onwards. As a result, five Boeing 777s and five Boeing 737s were kept idle on the ground at an estimated loss of Rs 840 crores during 2007-09.

The leasing decision was taken “in conspiracy with other unknown persons on extraneous considerations” that resulted in “pecuniary benefit” to private companies and consequent “loss to government exchequer,” the FIR had alleged.

Jaipur:

The Anti-Corruption Bureau (ACB) of Rajasthan on Friday conducted searches at the premises of IAS officer Meghraj Singh Ratnu, posted as Registrar in the Cooperative Department, for allegedly amassing assets disproportionate to his income, a top official said.

The searches covered locations in Jaipur, Ajmer, Sriganganagar, Jaisalmer and Sikar. Mr Ratnu’s office was also searched, Additional Director General, ACB, Hemant Priyadarshi said.

He said assets, including land plots, flats, leases in the names of Mr Ratnu and his family members, Rs 6 lakh cash and gold and silver jewellery, and bank account details and documents were found during the searches.

Mr Priyadarshi said that the ACB received information that Mr Ratnu spent Rs 60 lakh on his daughter’s education and Rs 1.5 crore on her marriage.

He said the total value of the recovered assets will be known after a final assessment.

Chandigarh:

 The Punjab government will attach the properties of everyone who built these assets by indulging in corruption, Chief Minister Bhagwant Mann said on Thursday and added that a crusade has been launched in the state against graft.

CM Mann was addressing a gathering after handing over job letters to 272 newly-inducted cooperative inspectors, according to an official release.

During the address, Mr Mann slammed the opposition parties’ accusation that the state government is indulging in political vendetta and said his dispensation has launched a crusade against corruption and no corrupt leader will be spared.

These leaders constructed palatial farm houses but the common man is running pillar to post to make both ends meet, he alleged.

“We will attach the properties of all those who built those with corruption money,” he said.

Every single penny will be recovered from these corrupt leaders and utilised for the welfare of the public, CM Mann asserted.

The chief minister said his government has so far completed the process of handing over recruitment letters to 36,796 youngsters in various departments, adding that all appointments were made completely on merit.

The sole agenda of the AAP dispensation from day one has been to empower the youngsters by providing government jobs, Mr Mann said.

The state government is also opening eight centres to train students for competitive exams, he added.

The chief minister exhorted the new recruits to judiciously use their positions for the welfare of the people and securing justice for them rather than harassing them.

Punjab has emerged as the most preferred investment destination in the country due to the state government’s concerted efforts, Mann claimed.

The state has attracted investments worth Rs 50,871 crore, which will create 2.89 lakh jobs, he added.

The Central Board Of Investigation has launched a probe into allegations of corruption within the film board CBFC after Tamil actor Vishal claim that some officials took a bribe to clear the Hindi version of his new film ‘Mark Antony’.

Actor Vishal had posted a long video on X accusing two individuals from the censor board seeking a bribe to certify the Hindi version of his new film ‘Mark Antony’. The video triggered a swift response by the ruling BJP, with the Information and Broadcasting Ministry rushing a senior officer to Mumbai to “conduct an inquiry”.

“We applied for film certification online… we had to do it last minute because of some technical issues but were taken aback by what happened. when my agent visited the CBFC office we were given no option but to pay Rs 6.5 lakh to get the certificate by the evening. First told we had to pay Rs 3 lakh for the film to be viewed and then Rs 3.5 lakh for the certificate,” he said in the video.

Mumbai:

The censor board today said that they had taken cognizance of corruption charges against some of its officials by Tamil actor Vishal. The film board though specified that the personnel Vishal had mentioned were unauthorised third-party vendors.

“At the outset, it must be noted that the personnel mentioned are not CBFC officials but unauthorized third-party intermediaries. However, the issue is being investigated with immense gravity. We will get to the root of this, and strict action will be taken accordingly,” the film board’s chief Prasoon Joshi said in a statement.

“Feedback has been welcomed and the best practises incorporated in managing the Board and the Body. Any and every measure will be taken to ensure that the functioning is unmitigated,” he added.

Prasoon Joshi, in his statement today, said that CBFC would be making some changes to strengthen the process at the organisatonal level to eliminate third-part interference.

In one such change, he said all the necessary documents would have to be uploaded online during the application process and physical documents would not be accepted later.

Pakistan’s former Prime Minister Shehbaz Sharif on August 29 slammed Supreme Court Chief Justice Umar Ata Bandial for “favouring” Imran Khan, saying his messages to the lower courts led to the suspension of the sentence of the former Premier and called the verdict a “dark chapter” in the country’s history.

The Islamabad High Court (IHC) on August 29 suspended Mr. Khan’s three-year sentence in the Toshakhana corruption case and ordered his release from jail, in a major relief to the former Pakistan Prime Minister. The Pakistan Tehreek-e-Insaf (PTI) chief was sentenced on charges of unlawfully selling state gifts acquired by him and his family during his 2018-2022 tenure.

A Division Bench comprising IHC Chief Justice Aamir Farooq and Justice Tariq Mehmood Jahangiri announced the much-anticipated verdict which was reserved on August 28. Separately, a three-member Supreme Court bench led by Chief Justice Bandial and comprising Justice Mazahar Ali Akbar Naqvi and Justice Jamal Khan Mandokhail is also set to resume hearing petitions against the Toshakhana case.

Taking to microblogging site X, formerly Twitter, Mr. Sharif said that the IHC had been influenced by the Supreme Court’s leniency toward the PTI chief.

Taking an indirect jibe at Mr. Khan, Mr. Sharif said, “The ‘favourite’s’ sentence has been suspended, not terminated.” “Chief Justice’s message of “Good to see you” and “Wishing you good luck” reached Islamabad High Court. If everyone knows what the decision will be before the decision comes, it should be a moment of concern for the justice system,” the Pakistan Muslim League-Nawaz (PML-N) president said, slamming the court for suspending Mr. Khan’s sentence.

The former Premier further said that when a “clear message” was received from the higher judiciary, the subordinate court would follow suit.

On Wednesday, the apex court, after hearing various petitions against the Toshakhana case, observed that there were “shortcomings” in the judgment of the sessions court.

The panel observed that the verdict was given in haste and without giving the right of defence to the accused. “Prima facie, there are shortcomings in the trial court verdict,” the Chief Justice said.

The Supreme Court had also stated it would wait for the IHC hearing before giving its judgment. It resumed the hearing Thursday but adjourned it without fixing any date after it was told that the IHC was holding a hearing.

Asking why lenience was not extended to his brother and former Prime Minister Nawaz Sharif, Mr. Shehbaz Sharif said, “A monitoring judge was appointed to ensure Nawaz Sharif’s punishment, [and now] the chief justice himself [has become] a monitoring judge to save the ‘favourite’.” “This role of the justice system will be written as the dark chapter of history. Scales tilted to one side, and a justice system that undermines justice are not acceptable,” he said, adding that the law was powerless before those who “sold the watches”.

According to the details of an official inquiry, Mr. Khan allegedly earned ₹36 million by illegally selling three watches gifted to him by foreign dignitaries to a local watch dealer during his tenure as Prime Minister.

“If thieves and state terrorists are facilitated, where will the common man get justice in the country?” Mr. Sharif asked.

Alleging undue leniency by the country’s courts to Mr. Khan, Mr. Sharif said, “Be it May 9, be it an attack on the judicial complex, be it raining petrol bombs on the police, everything is forgiven.” Pakistan saw massive nationwide anti-government protests following the arrest of Mr. Khan by paramilitary Rangers in a corruption case on May 9. Mr. Khan was later released on bail.

Dozens of military installations and government buildings, including the Corps Commander’s House in Lahore and the military headquarters in Rawalpindi, were damaged or torched during the riots. Over 100 vehicles of police and other security agencies were set on fire.

Following the violent protests, law enforcement agencies arrested over 10,000 PTI workers across Pakistan, 4,000 of them from Punjab Province only.

The Toshakhana case was filed by ruling party lawmakers in 2022 in the ECP, alleging that Mr. Khan concealed the proceeds from the sale of state gifts.

The ECP first disqualified Mr. Khan and then filed a case of criminal proceedings in a sessions court which convicted him, and subsequently, Mr. Khan was sent to jail.

Mr. Khan is currently in Attock Jail following his arrest from his Lahore home.

The case alleges that Mr. Khan had “deliberately concealed” details of the gifts he retained from the Toshakhana — a repository where presents handed to government officials from foreign officials are kept — during his time as the Prime Minister from 2018 to 2022 and proceeds from their reported sales.

As per Toshakhana rules, gifts/presents and other such materials received by persons to whom these rules apply shall be reported to the Cabinet Division.

According to reports, Mr. Khan received 58 gifts worth more than ₹140 million from world leaders during his three-and-a-half-year stint and retained all of them either by paying a negligible amount or even without any payment.

The Islamabad High Court on August 29 suspended Imran Khan’s three-year sentence in the Toshakhana corruption case and ordered his release from jail, in a major relief to Pakistan’s embattled former Prime Minister ahead of the upcoming general elections.

A Division Bench comprising Islamabad High Court (IHC) Chief Justice Aamir Farooq and Justice Tariq Mehmood Jahangiri announced the much-anticipated verdict which was reserved on August 28.

“Decision of District Court [has been] suspended by IHC,” Mr. Khan’s party — Pakistan Tehreek-e-Insaf (PTI) — said in a short WhatsApp message.

The court said that a copy of the judgment will be available shortly.

“The copy of the judgment will be available shortly … all we are saying now is that [Imran’s] request has been approved,” Justice Farooq said.

The Bench also ordered to release the 70-year-old leader on the production of surety bonds worth Pakistani rupees 100,000.

Mr. Khan’s legal counsel Naeem Haider Panjotha posted on X, formerly Twitter: “The CJ has accepted our request, suspended the sentence and said a detailed decision would be provided later.” Mr. Khan’s sentence has been suspended but he was not being released as a special court holding his trial in the Official Secrets Act directed the Attock Jail authorities to keep him in the “judicial lockup” and produce him on August 30 before the court in connection with the cipher case.

Former Foreign Minister Shah Mahmood Qureshi is already in custody in the same case.

The case launched last week alleged that Khan and others were involved in the violation of the secret laws of the country.

The Bench reserved the verdict on August 28 after the rival lawyers concluded their arguments on the suspension of the conviction and three-year sentence handed down to Mr. Khan by Additional District and Session Judge, Islamabad, Humayun Dilawar on August 5 — a move that barred him from contesting general elections.

The former cricketer-turned-politician was sentenced on charges of unlawfully selling state gifts acquired by him and his family during his 2018-2022 tenure. He was also barred from politics for five years, preventing him from contesting an upcoming election.

General elections are scheduled to be held in Pakistan within 90 days after the dissolution of the National Assembly, which was prematurely dissolved on August 10 by President Arif Alvi. However, the polls are likely be delayed as the government has announced that the elections could take place only after a new census was completed and new constituency boundaries drawn.

The exercise could take about four months to complete and means that polls may be delayed till next year.

The government’s announcement had come on the same day when Mr. Khan was arrested after being sentenced to three years in prison for “corrupt practices”.

Mr. Khan challenged his conviction within days and the IHC began a formal hearing on August 22. It adjourned the case on Friday after the lawyer representing the Election Commission of Pakistan (ECP) did not appear due to illness.

Mr. Khan’s lawyer Latif Khosa completed his argument on Thursday, asserting that the verdict was given in haste and was full of shortcomings. He urged the court to set aside the sentence but the defence team demanded more time to complete its arguments.

His party welcomed the IHC verdict, with party Information Secretary Raoof Hasan saying that Mr. Khan’s arrest in any other case after the suspension of his sentence in the Toshakhana case would be “ill-intentioned and mala fide”.

We are fortunate to be witnessing the re-scripting of Pakistan’s political and legal history,” he said, adding that “justice shall prevail”.

However, former premier Shehbaz Sharif expressed its displeasure at the court’s order saying that the sentence was suspended and “not terminated”.

“The Chief Justice of Pakistan’s message of ’good to see you’ and ‘wish you good luck’ has reached the IHC,” he said, claiming that “everyone knew about the verdict before it was even announced”.

“This moment is a matter of concern for our justice system,” Mr. Shehbaz Sharif said. “If a clear message is received from the higher judiciary, what else should the subordinate court do?” Separately, a three-member Supreme Court Bench led by Chief Justice Umar Ata Bandial and comprising Justice Mazahar Ali Akbar Naqvi and Justice Jamal Khan Mandokhail is also set to resume hearing petitions against the Toshakhana case.
