The Supreme Court on Monday (August 31, 2026) refused to pass orders on a plea seeking prohibition on a protest march the Cockroach Janata Party has called on September 5, saying it expects everybody will act and behave in a peaceful and lawful manner.

A bench comprising Chief Justice Surya Kant and Justices Joymalya Bagchi and V. Mohana asked the petitioner to submit his petition to the High Powered Enquiry Committee formed by it to examine allegations of police violence during the NEET protests.

“Let the matter be listed along with pending petitions. To be heard on September 10,” the bench said, issuing notice in the matter.

“They are expected to maintain law and order, and the enforcing agency has the responsibility to maintain law and order, saying what is illegal and what is permissible. We are expecting them to act within that framework. From both sides, we are expecting that they will respect, they will conduct themselves and they will follow the law of the land,” the bench said.

The CJP has called for a protest march in Delhi, accusing the Centre of failing to honour the promises made on July 25 to persuade the group to withdraw its 36-day agitation against examination irregularities.

The city police earlier said it had not received any request for a procession from India Gate to the Delhi Police Headquarters, despite the CJP announcing plans for one.

The plea, filed by retired Delhi Police officer Rajendra Singh, seeks a direction that no public call for large-scale mobilisation, march or organised demonstration in security-sensitive constitutional zones, including India Gate, Central Vista and adjoining areas, be acted upon unless the organisers have first obtained the requisite permissions.

It also seeks a direction that any proposed mobilisation in Lutyens’ Delhi be regulated, deferred or suitably modified until after the conclusion of the BRICS Summit scheduled for September 12-13.

The plea further seeks a direction that no march or procession proceed beyond the authorised limits except in accordance with lawful permissions and the regulatory framework governing the concerned area.

The CJP march is scheduled to take place on Teachers’ Day and would be led by families of students who committed suicide following the cancellation of the NEET earlier this year and the subsequent re-test, as well as those who were subjected to police excesses during the July agitation.

A glimpse at India’s recent history suggests that while some protest movements became successful political parties, others did not. The success of the recent youth movement started by the Cockroach Janta Party (CJP) should not be judged by whether it would become a successful political party nor by its forcing the former Education Minister Dharmendra Pradhan to resign. Rather, the success of the CJP movement should be judged by the enthusiastic participation of young students for a cause which concerned them; the success of which has raised confidence in them.

They now believe that they can make the government hear their voices even if it is raised from a non-political platform.

Movements to parties

Very often the success of a movement is judged by not only what the movement was able to achieve but whether it was able to become a successful political party or not. The 1979 student’s agitation in Assam led by the All Assam Students Union transformed into a successful political party, the Asom Gana Parishad (AGP), which formed the government in 1985 in Assam. The India against corruption movement also transformed into a political party — the Aam Adami Party (AAP) which came to power in Delhi for the first time in 2013. Not only did the India against corruption movement draw large support, the AAP also enjoyed massive electoral gains; it won 67 and 62 seats out of a total of 70 Assembly seats in Delhi with a 54.3% and 53.5% vote share during the 2015 and 2020 Assembly elections respectively.

The AAP also formed a government in Punjab in 2022. 

In the success story of both the AGP and AAP, the youth played an important role. During the 2015 Assembly elections, the AAP’s vote share among young voters (18-22 years of age) was 63%, almost 10% higher compared to its average vote share. The AAP went on to draw 60% of the votes among young voters (18-22 years) during the 2020 Assembly elections as well — 7% higher compared to its average vote share.

If the CJP does turn into a political party, there is hardly any doubt that the new party will attract young voters, as has been the case with other newly formed parties. The newly formed Tamilaga Vettri Kazhagam (TVK), led by actor-turned politician C. Joseph Vijay, formed the government in Tamil Nadu in the very first election it contested in 2026, replacing the two established formations mainly the Dravida Munnetra Kazhagam and the All India Anna Dravida Munnetra Kazhagam. The youth played a very important role in the victory of the TVK. While the overall vote share of the TVK was 34.9%, its share among young voters (18-22) was significant at nearly 70%.

Nationally, the Bharatiya Janata Party (BJP) has an advantage among young voters, its vote share being 4% higher amongst voters in the age group of 18-22 years. Therefore, the rise of the CJP may affect the BJP more than any other party.

But the question remains, can the CJP attract young voters across the country?

Strong challengers

There have also been successful social movements which have failed as political parties. The movement for a separate State of Uttarakhand resulted in the formation of a new State and a new political party, the Uttarakhand Kranti Dal (UKD). However, it failed to make an electoral impact. During the 2002 election, which was the first election held after the formation of Uttarakhand, the UKD polled only 5.4% votes and won just four Assembly seats. There have been similar groups which have led protest movements, demanding Statehood and the like, but most of them could not become successful political parties.

However, there have been movements led by the youth, with the participation of larger social communities, which resulted in a change of the national government. The Jayaprakash Narayan led anti-emergency movement of 1977 dethroned the powerful Indira Gandhi-led government. Similarly, the anti-corruption movement led by Anna Hazare contributed to the defeat of the Congress-led coalition government in 2014.

It should be of no concern whether the CJP becomes a political party or not as the movement has already been able to achieve some noticeable milestones. It emphasised that issues take importance and not leaders as this movement was largely leaderless without the active support of any political party.

It also gave a large number of people the hope that their voices can be heard if they come together in a sustained manner.

Cockroach Janta Party’s (CJP) Telangana representative Vijay Mallangi has been appointed the party’s south India in-charge and national media lead as the organisation announced its first national leadership team and a six-month expansion plan.

As part of the party’s zonal leadership structure, Mr. Mallangi will oversee its organisational expansion across Telangana, Andhra Pradesh, Karnataka, Tamil Nadu and Kerala. His responsibilities will include the formation of State and district-level committees, membership drives, public campaigns and implementation of national programmes.

The appointments were announced by the CJP national working committee, which also approved a six-month plan to expand the organisation’s presence across the country.

Cockroach Janta Party (CJP) chief spokesperson Saurav Das on Wednesday (August 5, 2026) alleged that certain YouTubers and media persons had entered his residence and filmed inside without consent, calling it “a serious invasion of privacy” and a security threat to him and his family. He is in Maharashtra to attend a two-day meeting of Citizens for Justice and Peace.

In a post on X, Mr. Das claimed that around 15 to 20 people had gathered outside his residence on Wednesday (August 5) morning, with some camping there since the previous night.

“It’s not just an invasion of my privacy but also a grave security threat to me and my family,” Mr. Das wrote. He said that if “anti-social elements” attacked him at his residence because of the videos, the YouTubers and those allegedly coordinating them would be directly responsible.

‘Police deployed’

An officer from the South district police told The Hindu that security personnel had been deployed outside Mr. Das’s residence after he raised the issue on X.

The officer said that since Mr. Das was not in Delhi, he had authorised someone to submit a draft complaint at the Greater Kailash police station on his behalf. “The complaint would be formally lodged, following which an investigation would be carried out,” the officer added.

Mr. Das’s post drew political reactions, with Aam Aadmi Party national convener and former Chief Minister Arvind Kejriwal saying that “this is the real face of Modi”.

Trinamool Congress MP Derek O’Brien said the matter had been raised by his party in the Rajya Sabha onWednesday (August 5) afternoon.

Cockroach Janta Party protests continued at Jantar Mantar, New Delhi, on July 24, 2026. Amidst the sea of people and the bustling dissent, there is one group that is quietly doing only one task. Service. 

The doctors told The Hindu that everything in the camp has been set up through donations, including the medicines and even the tent itself.

“There are people here who had flown in from Milan. I have flown in from Chennai. He has flown in from Kerala. People have come here from the UK, Australia, Finland. We are here to show that we are here when it matters for our country,” says Dr F, 27 years old, from Chennai.

“The whole point of this organized, peaceful protest is, first accountability. Second, why is the modi government hell bent on privatizing everything,” Dr S., 36, who had worked in the Lakhimpur Kheri farm protests in 2021.

Soon they were back to work. The healing continued.

Asserting that student protesters are “not terrorists,” Cockroach Janta Party (CJP) founder Abhijeet Dipke on Wednesday (July 29, 2026) demanded action against officials who ordered pellet gun firing at Jantar Mantar on July 20, warning that the youth will “change the government” if police harassment continues.

Returning home after a month-long protest in New Delhi that led to the resignation of Union Education Minister Dharmendra Pradhan over the NEET paper leak, Mr. Dipke claimed police across multiple States are visiting student activists’ homes and threatening them with arrest.

“The government should behave well now. The blood of students was spilled on the streets on July 20 (during the March to Parliament). It was really bad. Wasn’t it enough, now that the students are still being troubled? In many states, police are visiting the houses of students and threatening them with arrests,” he told reporters at the Chhatrapati Sambhajinagar airport.

Mr. Dipke also sought strict legal action against officials who authorised the use of pellet guns against student demonstrators at New Delhi’s Jantar Mantar and warned that the government should not presume that students’ anger has decreased after Mr. Pradhan’s resignation.

“Whether it be Amit Shah (or anyone else), action should be taken against the person who gave orders to fire pellet guns,” Mr. Dipke said.

He also warned that if need be, the students may launch a fresh agitation on a “much bigger scale”.

“These students are not terrorists. They are the future of our country. If the future of the country is troubled in such a way, just as Dharmendra Pradhan had to step down…Tomorrow, we will go and change the government if it doesn’t fall in line,” the CJP founder added.

Arriving in his hometown, he said he was looking forward to meeting his parents. ”I am coming home after almost 40 days. Since I arrived in India, protests were going on. Then I was at Jantar Mantar in Delhi for almost 36 days. The agitation turned out to be successful and the country’s students won…I have come here and I am happy that I am going to meet my parents,” Mr. Dipke said.

Replying to a question, he said Prime Minister Narendra Modi should resign and become a social media influencer, “something he is very good at”.

The CJP leader visited the statue of Dr. B.R. Ambedkar near Dr. Babasaheb Ambedkar Marathwada University to pay respects to the chief architect of the Constitution before heading to his house in Waluj MIDC area.

Talking to reporters at his home later, he questioned the use of pellet guns against the protesters in Delhi.

”What was the reason for using pellet guns? Pellet guns should not be used against anyone. They (students) are citizens of our country and not terrorists. Whether it be (Union Home Minister) Amit Shah, action should be taken against the person who gave orders to fire pellet guns,” Mr. Dipke said.

Asked about the celebration by CJP volunteers following Mr. Pradhan’s resignation, which was criticised in some quarters, Mr. Dipke said there was nothing wrong with it.

”The volunteers were sitting in the harsh sun and in the rain for thirty-six days. What is wrong (with celebrating) after such a big victory. What does the BJP do after winning elections? The volunteers did not block roads like the BJP people do,” he said.

”Did the BJP not feel any shame in felicitating Dharmendra Pradhan in Parliament after students had committed suicide,” Mr. Dipke further asked.

When asked whether the CJP would launch another agitation, Mr. Dipke said the government was forcing it to do so.

“The government is forcing us to start a protest against….it should stop troubling the students. The anger is still there among students, because their anger was not against just one minister, but against the entire government. The government should fall in line, else the students will do it,” he said.

The agitation achieved a huge victory as the youth showed that they would not be afraid of questioning the government, Mr. Dipke said.

Criticizing The Public Examination (Prevention of Unfair Means) Amendment Bill-2026, he said there are many laws in the country but nothing can happen until those who implement them are good people.

“Three days ago, Prime Minister Narendra Modi promised fast-track courts for paper leak cases. People were also happy. But what happened? The very first hearing of the case was postponed because the CBI counsel did not appear,” he said.

The fallout from last week’s nationwide protests demanding the resignation of Education Minister Dharmendra Pradhan continues, amid multiple reports of people, including minors, being detained or arrested by the police, and social media users being asked to take down posts related to the demonstrations.

A 21-year-old man, who was detained by the police in Uttar Pradesh’s Prayagraj after being identified from a photograph taken while he was participating in a protest on July 26, was released on Wednesday (July 29, 2026).

The victim, who did not wish to be identified, said that he was beaten up in police custody and the police wrongly accused him of vandalising a private vehicle, which belonged to a Bharatiya Janata Party member.

“They first called my father to the police station and then my mother. It was then that I went and surrendered myself to the police. I was merely there to protest, I was not involved in any vandalism, yet I was kept in detention for more than a day,” the victim said.

The Prayagraj Police had registered three First Information Reports (FIRs) at the Civil Lines police station on July 26 and July 27 in connection with the alleged vandalism of vehicles. The complainant in two cases are from he BJP, while in the third case, the son of a former BJP MP.

When contacted, a police official who answered the phone of Manish Kumar Shandilya, Deputy Commissioner of Police, Prayagraj City, said: “Nobody has been detained. People had been called for questioning based on CCTV footage, but they were released.”

Ten others were arrested in the case.

Rishav Ranjan of Congress party’s legal cell said that a 17-year-old boy from Bhagalpur in Bihar, who participated in a protest on July 25 was detained by the police from his home around 3.45 a.m. on July 26. The juvenile was among 40 others who were detained or arrested by the Bhagalpur Police after the protests turned violent.

Atulesh Jha, Superintendent of Police, Bhagalpur City said the juvenile was produced before the juvenile justice board and the family was aware of his whereabouts. “As per the assurance given by the Bihar government, the case pertaining to the violence during the (students) protest is being withdrawn and all the people who were arrested are being released. We have written to the JJ Board informing them about the withdrawal of the case and he will be released,” Mr. Jha.

The officer added that the police were also withdrawing photographs of 155 people, including boys and girls, that had been released on the basis of CCTV footage and showed individuals allegedly involved in violence during the protest.

Several Instagram users claimed that the videos related to the July 20 protests were being taken down. Akshay Chandra Madhav, an Instagram user said that several videos related to the “violence and brutality” posted by him were deleted by the platform.

On July 25, the Cockroach Janta Party called off its 36-day stir after the Centre agreed to its three main demands — ouster of Dharmendra Pradhan as the Union Education Minister, compensation for the families of those who ended their lives after the cancellation of NEET on May 3, and withdrawal of FIRs against the protesters and an assurance that no future action would be taken against them. The CJP had said that the agitation will resume if the “harassment of students at the hands of the police” continued.

Students from various Left organisations held a protest at Jantar Mantar on Wednesday against the “police crackdown” in States such as West Bengal, Bihar, and Assam on protesters who participated in the 36-day stir led by the Cockroach Janta Party (CJP) in New Delhi.

The protest, the first at Jantar Mantar since the CJP called off its stir on July 25, started at 3 p.m. and continued for around two hours. The call was issued by 13 outfits, including the Students’ Federation of India, All India Students’ Association (AISA), Krantikari Yuva Sangathan, and All India Students’ Federation.

AISA national president Neha, who was on hunger strike for 23 days in the CJP-led stir, was also present at the protest.

Students held up placards and posters that read ‘Rise in rage’ and ‘Stop implicating students on false charges’. Some also called for the resignation of Union Home Minister Amit Shah over “police brutality” during the July 20 ‘Chalo Sansad’ march.

The protesters walked past barricades welded together by the police to create an enclosed space and regulate entry.

‘Not terrorists’

Meanwhile, CJP founder Abhijeet Dipke on Wednesday demanded action against those responsible for ordering the use of pellet guns on July 20. Asserting that “students are not terrorists”, Mr. Dipke warned that a fresh agitation on a “much bigger scale” would be launched if “harassment” by police forces continues. “In many States, police are visiting the homes of students and threatening them with arrests,” he told reporters at the Aurangabad airport on his way home.

In a post on X, the CJP accused the Delhi police of issuing takedown notices and registering FIRs to remove social media posts criticising Prime Minister Narendra Modi.

When reached for comment, Deputy Commissioner of Police (Intelligence Fusion and Strategic Operations) Vinit Kumar said, “We send notices for content that spreads misinformation, has AI-generated or deepfake content or is misleading in any form. The process is part of our social media monitoring.”

The Cockroach Janta Party (CJP) has proposed to organise a peaceful march in Hyderabad on Wednesday (July 29, 2026) to commemorate the 21 students who died by suicide following the NEET paper leak controversy. The march is scheduled to begin at 4.30 p.m. from People’s Plaza and proceed to the Dr. B.R. Ambedkar Statue, subject to permission from the Hyderabad Police.

According to a poster released by the organisation, the event would also provide an opportunity for supporters to come together and discuss the party’s future course of action. Speaking about the programme, Vijay Mallangi, Telangana representative of the Cockroach Janta Party, said the event was not intended as a celebration. “This is not exactly a victory celebration but a remembrance of the 21 students who died by suicide after the NEET paper leak,” he said.

The proposed march will be the Cockroach Janta Party’s second official protest in Hyderabad. Their first demonstration in the city was held on June 14 and was attended by activist Sonam Wangchuk.

The announcement comes days after the CJP called off its 36-day protest at Jantar Mantar in New Delhi on July 25 following the resignation of Dharmendra Pradhan as Union Education Minister.
