China and Russia held their third round of joint anti-missile drills on Russian territory in early December, China’s defence ministry said late on Saturday (December 6, 2025).

The exercises were not targeted at any third party or in response to any current international situations, according to a post on the ministry’s website.

The two countries held talks on missile defence and strategic stability last month and held artillery and anti-submarine drills in the Sea of Japan in August.

Russia and China signed a “no-limits” strategic partnership shortly before Russia invaded Ukraine in 2022, pledging to conduct regular military exercises to rehearse coordination between their armed forces.

Both countries have expressed concern over U.S. President Donald Trump’s plans to build a “golden dome” missile shield and his stated intention to resume nuclear weapons testing after a break of more than 30 years.

Russian President Vladimir Putin told his Chinese counterpart on Tuesday (September 2, 2025) that their countries’ ties were at an “unprecedented level” during talks in Beijing ahead of a massive military parade.

World leaders including North Korea’s Kim Jong Un are gathering in China’s capital for the showcase of Beijing’s might on Wednesday (September 3, 2025).

“Our close communication reflects the strategic nature of Russian-Chinese ties, which are currently at an unprecedented level,” Mr. Putin told Mr. Xi in remarks on a pooled live feed.

In a nod to cooperation between the two countries during the war, Mr. Putin said “we were always together then, and we remain together now.”

Mr. Xi has embarked on a flurry of diplomatic meetings this week, including attendance at the Shanghai Cooperation Organisation (SCO) summit in the northern city of Tianjin — a forum that China sees as an alternative to Western-dominated international cooperation.

The military parade on Wednesday (September 3, 2025) marks 80 years since the end of World War II and will be attended by around two dozen world leaders.

Global turmoil

The Chinese and Russian leaders criticised Western governments during the summit on Monday (September 1, 2025), where Mr. Xi slammed “bullying behaviour” from certain countries — a veiled reference to the United States, while Mr. Putin defended Russia’s Ukraine offensive and blamed the West for triggering the conflict.

“China-Russia relations have withstood the test of international changes,” Mr. Xi told Mr. Putin on Tuesday (September 2, 2025).

Mr. Xi added that Beijing was willing to work with Moscow to “promote the construction of a more just and reasonable global governance system”.

Moscow and Beijing declared a “no limits partnership” shortly before Mr. Putin ordered Russia’s Ukraine offensive in February 2022. The expanded military and trade ties since have troubled the West.

China has never denounced Russia’s war nor called for it to withdraw its troops, and many of Ukraine’s allies believe that Beijing has provided support to Moscow.

It insists it is a neutral party, regularly calling for an end to the fighting while also accusing Western countries of prolonging the conflict by arming Ukraine.

Mr. Xi and Mr. Putin are in regular contact and held a phone call last month, with the Chinese leader saying he was pleased to see Moscow and Washington improving their relations.

In May, Mr. Xi visited Moscow for Russia’s May 9 celebrations of the World War II defeat of the Nazis.

China and Russia “have continued to deepen political mutual trust and strategic cooperation… and injected valuable stability and positive energy into an international situation full of interwoven turmoil,” Mr. Xi said during his visit in May.

Chinese President Xi Jinping told Russia’s Vladimir Putin that the international situation was gripped by chaos but that Beijing’s strategic partnership with Moscow was a force for stability amid the most significant changes seen in a century.

Xi and Putin in May pledged a “new era” of partnership between the two most powerful rivals of the United States, which they cast as an aggressive Cold War hegemon sowing chaos across the world.

“At present, the world is going through changes unseen in a hundred years, the international situation is intertwined with chaos,” Xi told Putin in the Russian city of Kazan at the opening of the BRICS summit.

“But I firmly believe that the friendship between China and Russia will continue for generations, and great countries’ responsibility to their people will not change.”

Russia, waging war against NATO-supplied Ukrainian forces, and China, under pressure from a concerted U.S. effort to counter its growing military and economic strength, increasingly have found common geopolitical cause.

Russia and China, pushing back against perceived humiliations of the 1991 Soviet collapse and centuries of European colonial dominance of China, have sought to portray the West as decadent and in decline.

The United States casts China as its biggest competitor and Russia as its biggest nation-state threat, and President Joe Biden has said the democracies face a challenge from autocracies such as China and Russia.

Biden has referred to Xi as a “dictator” and has said Putin is a “killer” and even a “crazy SOB”. Beijing and Moscow have scolded Biden for the comments.

Putin called Xi “dear friend” and said the partnership with China was a force for stability in the world.

“Russian-Chinese cooperation in world affairs is one of the main stabilising factors on the world stage,” Putin said.

“We intend to further enhance coordination on all multilateral platforms in order to ensure global security and a just world order.”

Xi said cooperation in the BRICS group was “the most important platform for solidarity and cooperation between emerging market countries and developing countries in the world today.”

He said it was “a mainstay force in promoting the realization of equal and orderly global multipolarity, as well as inclusive and tolerant economic globalisation.”

China congratulated Vladimir Putin on March 18 on winning Russia’s presidential election and said the strategic relationship between the two countries will continue to strengthen.

Mr. Putin won a record post-Soviet landslide in Russia’s election on Sunday, cementing his already tight grip on power in a victory he said showed Moscow had been right to stand up to the West and send its troops into Ukraine.

China President Xi Jinping sent a message to congratulate Mr. Putin on his re-election as president of Russia, Chinese state media reported.

“We firmly believe that under the strategic guidance of President Xi Jinping and President Putin, China-Russia relations will continue to move forward,” Chinese Foreign Ministry spokesman Lin Jian told reporters when asked about the vote.

“China and Russia are each other’s largest neighbours and comprehensive strategic partners in the new era.”

China has strengthened its ties with Russia over the past few years, even as Western criticism of the war in Ukraine intensified.

The two countries declared a “no limits” partnership in February 2022 when Mr. Putin visited Beijing just days before he sent tens of thousands of troops into Ukraine, triggering the deadliest land war in Europe since World War Two.

It has been reported that China and Russia are preparing “several meetings” between Mr. Xi and Mr. Putin this year.

This year marks the 75th anniversary of the establishment of diplomatic relations between China and Russia, and Mr. Lin said the two heads of state would continue to maintain close exchanges.
