NCR to get four greenfield cities under Regional Plan 2041

Four greenfield cities called ‘Namo Cities’ will be developed under the Regional Plan 2041 for the National Capital Region (NCR) to promote balanced regional growth.

The decision was taken at a meeting of the National Capital Region Planning Board (NCRPB) chaired by Union Housing and Urban Affairs Minister Manohar Lal.

According to the Regional Plan 2041, the NCR will be highly urbanised in the coming decades, with an urban population of about 57% by 2031 and about 67% by 2041.

“In the meeting, it was decided that four greenfield cities will be developed. These cities will be called ‘Namo Cities’,” Mr. Lal told reporters after the meeting.

₹5,000 crore will be released for these cities. States will submit their proposals, and these four cities will be selected through a challenge, he said.

Delhi Chief Minister Rekha Gupta, Haryana Chief Minister Nayab Singh Saini and urban development ministers of Rajasthan and Uttar Pradesh attended the meeting.

The draft plan, which was discussed on Tuesday (June 16, 2026), outlines a long-term strategy for decentralised urban growth through the creation of new economic and residential hubs across Uttar Pradesh, Haryana and Rajasthan.
