CITU urges Haryana to extend deadline, publish Labour Code Rules in Hindi

The Centre of Indian Trade Unions (CITU) has demanded that the Haryana government extend the deadline for suggestions on draft Labour Code rules and publish them in Hindi, calling the current process a violation of workers’ rights.

CITU state general secretary Jai Bhagwan and vice president Satveer Singh submitted a memorandum to Deputy Labour Commissioner Paramjit Dhull in Chandigarh in the absence of the State Labour Commissioner.

The Union said the Haryana administration released draft rules for the Code on Wages on May 4, Industrial Relations Code on May 5, and Social Security Code on May 7, with a one-month window for amendments. CITU objected that the rules were issued only in English, unlike the Central Government’s versions which are in both Hindi and English.

“Publishing rules only in English disregards regulations and makes it impossible for workers, union activists and stakeholders to read or suggest changes. This amounts to a disregard for the fundamental rights of workers,” the leaders said.

They also argued that no consultations were held with trade unions or employer representatives before notifying the draft rules, which CITU called essential before such major changes affecting lakhs of workers.

In the memorandum, CITU demanded: Publication of rules in Hindi, stakeholder consultations with Unions and industry bodies, and extension of the submission deadline to July 10, 2026.

Copies were sent to the Prime Minister, Haryana Chief Minister, Union and state Labour Ministers, Chief Secretary and Labour Secretary. CITU said haste was “entirely unacceptable” while implementing rules that will impact workers and employers across the State.
